A 'Culture of Corruption'


State Senators Gloria Romero and Jackie Speier vowed change for Folsom State Prison and other state penitentiaries after allegations of corruption and criminal misconduct by prison guards. Governor Schwarzenegger proposed eliminating the Office of the Inspector General, an independent agency that serves as a watchdog over the state corrections system, but hearings in the legislature brought on calls for a stronger office and increased oversight of the prisons. Romero and Speier say that the problems threaten the credibility of the justice system. With: Mark Martin.
